PIERCE COUNTY, Washington – The Pierce County Library System’s Board of Trustees will discuss the Lakewood Pierce County Library, updates to policies, and other issues at its Board meeting on Wednesday, Aug. 10, 3:30 p.m.

Lakewood Library. At a July 29, 2022, special meeting of the Board of Trustees, the Board authorized Library System administrators to negotiate a lease for temporary library space in Lakewood. When a lease is approved, the Library System will share information about the location and plans for the upcoming space, which the Library projects will begin serving the community in early 2023. In June, the Library System closed the aging Lakewood Library, because it was in critical condition. Architects’ building condition assessment estimated the current building at Wildaire Road SW requires $10 million-$15 million in repairs for improved safety and access. Appraisers estimated the value of the current building at $1.5 million. A community advisory committee, created by the Library System and the City of Lakewood, is reviewing options for how to provide quality library services in the long-term for Lakewood and Tillicum.
Policy updates. At the July Board of Trustees meeting, the Board reviewed proposed updates to the Public Comment at Board Meetings policy. The primary updates include aligning the policy with recent updates to Washington’s Open Public Meetings Act as well as updating a time limit for public comments. Also, at the July Board of Trustees meeting, trustees reviewed proposed updates to the Selection of Library Materials policy. The primary updates to the selection of materials policy include more details describing selection criteria, a new section clarifying an appeals process, and ensuring the policy supports the Library System’s commitment to equity, diversity and inclusion. At the August Board, meeting trustees will review further revisions to the policies and are expected to approve the updated policies. The Board will also review updates to the Provision of Public Art in Pierce County Library System Buildings policy to include removal or disposition of art that Board members have approved previously for display in libraries.

- Library Board to discuss lease for temporary Lakewood Library - 7/28/2022
PIERCE COUNTY, Washington – The Pierce County Library System’s Board of Trustees will discuss a lease for temporary space for the Lakewood Pierce County Library at a special board meeting on Friday, July 29, 2 p.m.

The majority of the meeting will be in executive session as per the Board of Trustees’ bylaws property matters are discussed in executive session. Following the executive session, the board will return to the public session and may consider action to authorize the Library System to enter into negotiations to lease property for temporary space for Lakewood Library. Signing a lease and identifying the location would be considered at a future board meeting.
In June, the library system closed the aging Lakewood library, because it was in critical condition. For months, the library system has been looking for a temporary location to plan to offer library services in early 2023.
Architects’ building condition assessment estimated the current building at Wildaire Road SW requires $10 million-$15 million in repairs for improved safety and access, including replacing the roof and damage throughout the building from the leaky roof, HVAC and plumbing replacement, and many other needed improvements. Appraisers estimated the value of the current building at $1.5 million.
A community advisory committee, created by the Library System and the City of Lakewood, is reviewing options for how to provide quality library services in the long-term for Lakewood and Tillicum.

- Board to discuss 2023 budget and other issues - 6/7/2022
PIERCE COUNTY, Washington – The Pierce County Library System’s Board of Trustees will discuss the 2023 budget, get an update on the Lakewood Pierce County Library, and discuss other issues at its Board meeting on Wednesday, June 8, 3:30 p.m.

2023 Library budget. Library administrators will brief the Board on the 2023 work plan and budget process, which will begin in July. In planning for the 2023 work plan and budget, the Board will review the Library’s Strategic Framework, created with significant input from the public. The framework guides the Library System in how it invests the public’s monies in top priority services, defined by the public. The framework includes three focus areas for library services in learning, enjoyment and community as well as core services the public can rely on as stable programs. 2023 budget considerations will also include inflation for the costs of operating the library system from the price of books and materials to fuel costs, which are affecting most businesses and individuals.
Lakewood Library update. Sunday, June 5, 2022, Lakewood Library closed to prepare for service in a temporary location planned to open in late 2022. Library administrators made the difficult decision to close the building balancing safe, quality service to the public and for staff with responsibly managing taxpayers’ investment in the Library System. Even though, the building is safe for access now, the roof is in critical condition and needs redesigning and rebuilding. The costs for repairs and replacements outweigh the value of the building. At this time, the Library System does not plan to invest further in the current building and determined further investments are cost prohibitive. The Library System will await a recommendation from a community advisory committee and a decision by the Board of Trustees before investing further.
Next steps to prepare for service from the temporary location include removing books and materials, computers and equipment, furniture and other items from the building. In addition, the Library System is working to secure space in Lakewood Towne Center to offer library services planned for later this year. In the summer months, staff will provide Summer Reading classes and events throughout the community. Starting in June, a 12-member community advisory committee will review public input from recent years, analyze the significant building needs, and provide advice to the Library System about how it could best provide library services for Lakewood and the Tillicum neighborhood. The City of Lakewood and the Library System created the advisory committee.

PIERCE COUNTY, Washington – The Pierce County Library System’s Board of Trustees will discuss the condition of the Lakewood Pierce County Library and other issues at its Board meeting on Wednesday, May 11, 3:30 p.m.

Library administrators will update the trustees on progress to provide quality library service in Lakewood. At recent board meetings, administrators briefed the trustees on the deteriorating conditions of the Lakewood and Tillicum Pierce County Libraries.
Administrators will discuss the planned closure of the Lakewood Library in early June to prepare to move to a short-term location. Closing the building will give staff time to move books and materials, computers and equipment, as well as furniture for use in the short-term location.
From significant amounts of water seeping into the building from the roof to a septic system that backs up and has caused the Library System to close the building from time to time, the building is in need of a substantial overhaul. The overhang areas at the public and staff entrances are waterlogged and cannot sustain another year of rainfall. Thus, removing the books, equipment and furniture from the building is urgent.
Library administrators are planning for a short-term library in Towne Center planned to offer service in late 2022. The Library is working with an architect on a possible layout, service plan and timeline for a short-term space, which may expand to a temporary location.
Also, Library administrators will update the Board on its progress with the City of Lakewood to form a community advisory committee to understand public input from recent years, review the significant building needs, and provide advice to the Library System about how it could best provide library services for Lakewood and the Tillicum neighborhood. The committee will review and assess information and make a recommendation to the Board in fall 2022, on how to provide library service in Lakewood.

PIERCE COUNTY, Washington – The Pierce County Library System Board of Trustees will discuss intellectual freedom and its grounding in public libraries and other issues at its Board meeting on Wednesday, April 13, 3:30 p.m.

Tamara Meredith, PhD, the current director of the Jefferson County Rural Library District and a nationally renowned expert on intellectual freedom will brief the Board of Trustees on the critical role public libraries play in this foundational right. This core principle for library services is about access – an individual’s right to access the information they seek, explore ideas, form decisions, and make decisions on issues affecting their lives, and to do so privately.
Meredith will give an overview on intellectual freedom’s principles and practices and how public libraries are true gate openers, supporting and advocating for every person’s right to access the information they seek.
This year, the Library System plans to review its Selection of Library Materials Policy, which the Board will ultimately approve. The discussion at the April Board meeting will help further the Board’s understanding of the important role public libraries play in upholding First Amendment rights for all people.

- Library’s Board reviews audit updates and other issues - 3/7/2022

The Washington State Retirement Systems routine audit of Pierce County Library employees, who are enrolled in the state’s retirement system, found the Library System is complying with the retirement system’s requirements. The review included July 2018 through June 2019, and focused on compliance with the rules and processes for enrolling employees into the system as well as reporting of payroll records.
The Washington State Auditor’s Office is conducting its regular fiscal and accountability audit of the Library’s 2020 activities. At the April Board meeting, Library administrators plan to provide the trustees with draft results or final results, if available.

PIERCE COUNTY, Washington – The Pierce County Library System Board of Trustees will discuss eliminating fines on books and materials returned after their due dates and fees for replacing lost books and materials, and conduct other business at its Board meeting on Wednesday, Feb. 9, 3:30 p.m.

Since mid-March 2020, the Pierce County Library System has not been assessing fines on overdue books, movies and other materials, nor has it collected fees for replacing unreturned books and materials. It removed the fines and fees to alleviate further economic burdens brought on by the COVID-19 pandemic. The Library System’s Board of Trustees is examining whether to eliminate fines and fees permanently.
Library administrators and staff support the removal of fines and fees as a way to provide better and more equitable access to Library services for all people. In the past two years, when the Library System has not been collecting fines, staff observed no change in the rate materials returned to libraries.
Library administrators believe fines and fees pose an economic barrier to using and accessing libraries, which are a significant public resource connecting people to information and technology. During the past 30 years, many other library systems have gone fine free to increase public access and remove barriers.

- Local leader appointed to the Library System’s Board of Trustees - 2/2/2022
PIERCE COUNTY, Washington – The Pierce County Library System’s Board of Trustees welcomes Pamela Duncan, a Lakewood resident, to its governing board.
“Leading and supporting the Pierce County Library is both a natural extension of my professional and personal work as well as a passion for me,” said Duncan. “As a community advocate and coalition builder, I am thrilled to support the Library System, which is fundamental to providing the public with access to information and vitally important in a democracy.”
Duncan is the founder and chief executive officer (CEO) of Tierra Sólida Enterprises, which is dedicated to building and sustaining businesses and economies and helping people who are economically disadvantaged discover lives that are more purposeful. Trustee Duncan’s career also includes overseeing the renovation and development of buildings and teaching high school and higher education students.
Previously Duncan worked as the president and CEO of the Metropolitan Development Council and the human services manager with the City of Tacoma. Duncan also serves the Washington Low-Income Housing Alliance and serves as the Chair of its Equity and Racial Justice Committee. Trustee Duncan is a tremendous community volunteer and was a long-time tutor with Tacoma Community House’s Read2Me Program and an elementary school volunteer.
“Pam’s commitment to the many challenges in our communities from helping people who are experiencing homelessness to breaking down barriers to racism, make her a perfect fit for the Library’s Board of Trustees,” said Pierce County Library Executive Director Georgia Lomax. “Her experience in community building and economic development will be assets to our already strong board of trustees.”
The Library System is not a part of Pierce County government. By state law, Pierce County Executive Bruce Dammeier appoints the trustees, and the Pierce County Council ratifies the appointments.
Other members of the Library Board of Trustees include Chair Jamilyn Penn, EdD, Vice Chair Pat Jenkins, Neesha Patel and Abby Sloan. Trustees are non-paid positions.
The five-member board governs the Library’s policy and fiscal direction. Trustees’ responsibilities include:

The Library’s 2022 strategic work plan highlights work in the Library’s three focus areas: learning, enjoyment and community. As the world continues to live and work during the COVID-19 pandemic and external circumstances, the Library System intends to center its work on its fundamental purpose to provide reasonable and fair access to information. Public libraries are central in a democracy by supporting an individual’s access to the information they seek and the privacy to explore that information, form opinions and reach conclusions or decisions.
Projects on tap for 2022 include exploring innovative ways to deliver library services such as lockers and mini libraries in retail outlets; launching a new reading program called Enjoy BOOKS!, featuring Try 10 to read, which encourages people to read new genres, authors and expand their reading interests; improving the Library’s offerings of books and materials in a variety of languages; and completing its expansion of Wi-Fi in nearly all of its libraries, which will extend Wi-Fi into its parking lots and improve internet connectivity for the public.

The Library System projects a $42.9 million budget to serve the county, which is a $3.5 million increase from the 2021 budget. The primary increase shows the Library System moving toward full service as well as monies to cover costs from inflation. Other increased costs include continued safety measures to reduce the spread of COVID-19 and serving the public safely with curbside pickup of books, movies and other materials.
2022 marks the third year of operating under the Library’s levy sustainable plan, which resulted from the voter-approved reauthorized levy in 2018. The plan created a multi-year funding cycle to provide stable funding to deliver valued library services through 2029.
In the current funding cycle, which includes 2022, the Library System is receiving more revenue than it is spending. Following the levy sustainable plan, the Library plans to save the unspent funds for future years, when costs to operate the Library System are projected to be higher than revenues.
Another component of the proposed budget shows 2022 as the third year the Library System does not plan to charge fines on overdue books and materials. In March 2020, the Library System stopped charging fines to help reduce further economic burdens brought on by the economic crisis stemming from the COVID-19 pandemic.

About Pierce County Library System
The nationally acclaimed Pierce County Library System serves 620,000 people throughout Pierce County with 20 libraries and online services. The system is the fourth largest in the state and is funded primarily through property taxes. People may choose from more than one million books, e-books, movies and other materials. Pierce County Library is committed to directing services in three primary areas: learning, enjoyment and community connection. Its services and programs spark success for Pierce County residents. More than 2 million people visit Pierce County Libraries each year. The Library provides services and programs directly to people in adult care facilities, people who are homebound, and to children in childcare centers and schools. Pierce County Libraries are located at Anderson Island, Bonney Lake, Buckley, DuPont, Eatonville, Fife, Gig Harbor, Graham, Key Center, Lakewood, Milton/Edgewood, Orting, Parkland/Spanaway, Pierce County Library Administrative Center, South Hill, Steilacoom, Summit, Sumner, Tillicum and University Place. Pierce County Library is an independent municipal corporation and operates as a junior taxing district.
